In this one the camera is still for part of the exposure, which provides the defined part of the image, and then moving for part, which gives the blur. I love when people shoot stars (even if as only a part of the picture). Getting the darkness right in night time is difficult (if you have moon there, like it seems to me), but you've got it very nicely with the second one. Technically speaking - I think the dark outfit really does well in the image; in some respects being both part of the background and yet separate from it. The two vivid colors (boots and gloves) lead up to the bright face which is accented with a touch of color from the hood and the collar. Emotion...
