Shouldn't such trucks be allowed on the highways between designated hours and only use a certain lane, so not to be hazardous to themselves and others? I believe some countries adapt such regulations.

First of all the tanks weren't even secured. Secondly, all of the valve protecting covers fell off. I've worked with these tanks before and the protecting caps don't just fall off unless they are not screwed on and/or aren't really protecting caps. I've seen cylinders like this fall out of a truck on the highway and even spark when they hit the ground. However, due to the cap being screwed on properly, nothing happened. A little bit of common sense helps when the laws aren't in place. However, I'd be willing to bet that several laws were broken which caused this accident to happen.
