Okay, it looks like although they work together you don't get extra stops of IS. The ILIS does the pitch and yaw compensation and the IBIS does the other three axis corrections. When there is no ILIS then the IBIS does all 5 axis corrections:

I don't know if there is really much benefit in this case over just using IBIS, but maybe there is.
