I currently own an a65 and am thinking of upgrading to an a99 (body only, keeping the a65 kit lens). Will the a65 kit lens and my Konica/Minolta lenses work with the a99? I realize this is not optimal, but a new a99 body is the absolute limit for my budget (for now). Thanks in advance!

the A65 kit lens will fit & it will work but the body will automatically go into crop mode using it.
Your KM lenses similarly should fit & work (if any of those are APS-C lenses then probably as above).
Not all of the A99's features will be compatible with your lenses (e.g. AF-D).
