Photoshop Elements 9

I managed to acquire this at a good price but no matter what I do I cannot get it to install.
Every time I try an error message saying that the Install Wizard was interrupted before the install was completed.
Windows 7 laptop and I also did it after a clean boot.
Need some help please.
