I second Dusty, but you need better lighting imho.
I mean the lighting here is probably a flash from the top of the DSLR.

I't doesn't look much like camera flash too me I'm afraid, there's a shadow on the front left of the face that shouldn't be that deep if a camera mounted flash was used for main light, there is strong light coming from his left quarter, and a more diffuse light coming from his right both working to produce that shadow.. so there is at least two separate light sources (whatever they were), but it doesn't matter all that much as the detail is very good.
So I'd class it as a good portrait, (from a very occasional portrait shooter's perspective, that is). In any case you could discuss portraiture till the cows came home about the 'right' way to do it but in the end a portrait is the result of how that particular portrait was shot and therefore one could argue, correct for 'that' shot, (such is artistic licence, eye of the beholder etc.), whether everyone likes it or not is another matter, i'd say if the person being taken is ok with it, it's a winner.
