Hello Mike;

It definitely is an intriguing character shot.
Since it was at a Charles Dickens festival, may we assume that the person is an actor, emulating the atmosphere and the characters of any Charles Dickens' novels?

i just realised it should read Dickens festival Kent. And not Essex.
