Oh dear BBC hassles!

Last year I was contacted by the BBC in Wales asking permission to use my photo of Pembroke Castle in a documentary they were producing.
I agreed on condition that an appropriate fee was paid for the use of the image. This was agreed to, and a basic contract was made and signed allowing use of the image and payment. I transmitted the image via email after I had signed and returned the agreement.
That was in August of last year.
I have still not been paid for the image! I could not get the purchase order numbers to complete payment (required now evidently for the BBC and contributors)
I spent some time making phone calls trying emails etc to get this sorted out. To no avail it would seem.
Last week I sent a letter to the BBC stating that I had not been paid and required payment for the image.
Today I get an email saying the person who had initiated the contact in the first place, was no longer working for the BBC.
10 minutes ago I get an email saying that they didn't use the image anyway and they hope things work out better if I have any more dealings with them in future!
I've replied saying that as an agreement has been completed, and the image has been transmitted, they still owe me the money. It will be interesting to see how they deal with this. I also pointed out I'm not responsible for editorial decisions in the BBC, and I've incurred costs as well trying to chase up a payment. Shame to see such a shambles with a respected broadcaster, but I'll turn on the thumbscrews if needed.
