Steady shot - or not?

Tried some seabird-in-flight shots recently with my trusty A6000 + new Sony SEL70300G E 70-300mm. Variable results - more practice needed! Question: for panning/motion shots am I better with Camera steady-shot or lens optical steady-shot, or both, or neither? I had both switched on and cannot avoid the suspicion that some unexpected blurs may have resulted from the two systems fighting each other. One thing's for certain: pre-auto-focus definitely needs to be off!
