Barry, my take on this is that there is a budget for what they want to do. They then try to figure out a way to keep more of the budget for themselves and other things where the people involved are not so gullible as to do their work for free. They figure that they can probably find a photographer who will go for $0 so there you go. David, please be assured that I am not including you here, I am just speaking generally. Except for the occasional charity I have not given anything away. Someone contacted me after seeing it on my website and explained that the keynote speaker was a mathematician from a university in Japan so they wanted something from Japan on the cover. Later they sent me a very nicely printed 1/2 inch thick magazine size publication with a thick paper cover. My cover photo was full bleed, color, and was done very well and inside were a bunch of incomprehensible to me papers on mathematics.
